What are impact factors?

The original impact factor emerged in 1972.  It was a list of journals ranked by the average number of citations per research article.  The Journal Citation Reports, the source that people are most familiar with, was first released in 1975. Its primary goal was to support librarians who wanted to evaluate collections and make purchase decisions.  Neither incarnations were built for the broad use impact factors are experiencing today.
