The most comprehensive government source is the Environmental Protection Agency’s Environmental Impact Statement Database, which contains “records of all EISs received by EPA since 1987 … EPA comment letters on EISs since 2001 … Electronic (PDF) versions of EISs received by EPA since October 2012.” The EPA’s database can be searched by title keywords and phrases, and searches can be limited by date, agency, and state/territory.
Links to the EISs (when available) and the comment letters are in the right-hand column of the results list.
